Incoming Request: 

 

In some mobile homes and or trailer parks, both existing and new, tenants are proposing to install structures which are being relocated from other sites.  Many of these mobile homes predate the current CSA standard referenced in the OBC. Clearly, the foundation/anchorage of the relocated mobile homes will have to meet the current requirements, but what about the structures themselves?

 

Is it permissible to permit the installation of mobile homes and or park model trailers which predate the current editions of the CSA standard in new locations provided that the new locations have sufficient servicing. Does Division A Sentence 1.3.3.3C.(2) cover these structures?

 

Executive Summary:

 

Mobile homes and park model trailers used in conformance with the limitations of Article 9.39.2.1. should be treated the same as any other existing occupied building when subject to relocation. 

 

Considerations:

 

Since mobile homes and park model trailers are buildings regulated by the OBC, the provisions of Division A, Sentence 1.3.3.3C.(2) will apply to those structures in the same manner as any other structure.

 

There are many existing buildings which were constructed in accordance with earlier versions of the OBC or predate building codes entirely. These buildings are permitted to be relocated without the requirement for any upgrading to current standards.  Mobile homes and park model trailers are treated no differently by the OBC. Any new works related to the relocation such as foundations, anchorage and plumbing connections are subject to current OBC requirements. No structural reports or other assessments should be required unless specific unsafe building issues are identified once the structure’s relocation has been completed.

 

It should be kept in mind that the above only applies to an existing previously occupied building. A new building that is constructed elsewhere and moved to a site must meet all current OBC requirements.

 

 

Risk/Benefit Analysis:

 

There is minimal risk in this guidance, as it is a clear application of the OBC. It should be noted, however, that older units or those that have undergone modifications may no longer have the required structural stability required for transport over roadways.  Although not an OBC issue, applicants should be aware that this matter may need to be reviewed by the appropriate authority (MTO or local roads department).  

 

Final Recommendation(s):

 

Based on Division A, Sentence 1.3.3.3C.(2), the relocation of mobile homes and park model trailers predating the current CSA standards for these structures is acceptable.
