Qualifications for ULC-S1001 Integrated Systems Testing

At OBCAS's first meeting of 2026, a member brought the following information to our attention:


Recent correspondence from ULC staff regarding qualifications for performing the tests required to comply with 3.2.9.1.(1), i.e.  ULC-S1001. Integrated Systems Testing. 

ULC staff has clarified the difference between individual who has passed the ULC-S1001 Integrated Testing Coordinator (ITC) exam and a company that is listed with ULC.

From ULC Staff:

"ULC does not certify individual integrated testing coordinators (ITC).  We qualify individual ITCs as the initial stage of the certification process for the company / service provider.  Once an individual passes the requirements (documents review and exam) and has been qualified by ULC, we proceed with the process of evaluating the company that they are affiliated with.  That involves a rigorous assessment where we review and evaluate the ITC’s Integrated Testing Plan on a live project and witness how they conduct integrated systems testing. 

We caution AHJs that are misled by some individuals who present them with ULC certificates since that only proves that they passed the ITC written exam.  These individuals have not been fully evaluated unless they are affiliated with a ULC listed company in this list:  Search - Product iQ.  Listed companies, their qualified ITCs and the buildings they have issued certificates to are subject to regular audit by ULC under our follow-up program to ensure their continued compliance with 1001."


At present the 2024 OBC does not specify what qualifications are necessary for those conducting and reporting on testing of integrated systems. A brief survey of members at the meeting indicated that most municipalities require integrated systems testing reports to be stamped by a licensed professional engineer, as a minimum qualification.
